This was for the Bicentennial year, and showing the signing of the Declaration of Independence on the back side of the note. Anyone could get the bills at their local bank, and then go to their post office and after adding the postage, could obtain a First Day of Issue cancel from their town or post office for the one day. Word of mouth got around and it became a popular thing to do, so cancels can exist from just about anywhere. Some people collect their state or county and others try to collect them all.
