Roger Clemens accomplished this feat twice in 1986 and 1996, while Kerry Wood was the other pitcher to do so in 1998, throwing 122 pitches. No one has recorded 21 strikeouts in a nine-inning game, though Tom Cheney struck out 21 in 16 innings in 1962 [he had only 13 k's after nine innings and threw a whopping 228 pitches that game].
